Tuition Refund Policy

34 C.F.R. § 668.22 (R2T4)
Effective: Academic Year 2025–2026
This policy governs the refund of tuition and fees when a student withdraws from or ceases attendance at HPI before completing a payment period. Two refund calculations may apply: (1) HPI's institutional refund policy, which determines what HPI returns to the student; and (2) the federal Return of Title IV Funds (R2T4) policy, which applies when a student who received federal Pell Grant funds withdraws.

Definitions

Payment Period
For HPI, a payment period is one semester. Each semester represents a distinct billing and payment period.
Withdrawal Date
The date the student officially notifies HPI in writing of their intent to withdraw, or the last date of documented academic attendance, whichever is earlier.
Official Withdrawal
Student submits written withdrawal notice to the Student Services office.
Unofficial Withdrawal
Student ceases attendance without official notification. HPI uses the last documented date of academic attendance as the withdrawal date for unofficial withdrawals.

HPI Institutional Refund Schedule

Institutional tuition refunds are calculated based on the percentage of the payment period completed at the time of withdrawal, measured in clock hours. The refund percentage below applies to tuition charges for the payment period from which the student withdraws.

The registration fee ($150) is non-refundable after the program start date. Refunds are processed within 30 days of the withdrawal date.

Directory Information

HPI designates the following as "directory information," which may be disclosed without prior written consent unless a student has filed a written restriction request: student name, enrollment status (full-time/part-time), program of study, and dates of attendance. To restrict disclosure of directory information, submit a written request to the Student Services office. Restrictions remain in effect until the student submits a written request to remove them.

Return of Title IV Funds (R2T4)

When a student who has received Title IV federal financial aid (Pell Grant) withdraws before completing 60% of the payment period, federal regulations at 34 C.F.R. § 668.22 require HPI to calculate the percentage of Title IV aid earned and return the unearned portion to the federal government. This is separate from, and in addition to, the institutional refund policy above.

How R2T4 is Calculated

The percentage of Title IV aid earned = the percentage of the payment period completed = (clock hours completed ÷ total scheduled clock hours in the payment period) × 100. If this percentage is 60% or higher, the student is considered to have earned 100% of their Title IV aid for that payment period, and no funds need to be returned.

Return of Funds Order

Unearned Title IV funds must be returned to federal programs in the following order:

  1. Federal Unsubsidized Direct Loans (not applicable — HPI does not participate)
  2. Federal Subsidized Direct Loans (not applicable — HPI does not participate)
  3. Federal Pell Grant

Student Responsibility for Returned Funds

When HPI is required to return Title IV funds, this may create a balance owed by the student to HPI. If a student owes a balance resulting from an R2T4 calculation, HPI will notify the student in writing within 30 days. The student will have 45 days to make payment arrangements before the balance is referred for collection.

Post-Withdrawal Disbursements

If a student earned more Title IV aid than was disbursed prior to withdrawal, HPI will offer a post-withdrawal disbursement of the earned aid within 30 days of the withdrawal date. Students must accept or decline post-withdrawal disbursements within 14 days of notification.

Leave of Absence and Refund Policy

Students on an approved Leave of Absence are not considered withdrawn and are not subject to the R2T4 calculation during the leave period, provided the leave meets the conditions set forth in 34 C.F.R. § 668.22(d): the leave must be approved in writing, must have a specified start and end date not to exceed 180 days, and HPI must document the leave. If a student does not return from an approved LOA on the scheduled return date, the student is considered to have withdrawn as of the first day of the leave.
